おしゃれと縁のなかった少女と女装した男性が引き起こす騒動を描く、シュールなラブコメディ。クラゲが好きな月海は、風呂とトイレが共同で昭和レトロな外観のアパート、天水館で暮らす。住人は趣味だけに没頭する女性たちで、おしゃれな人間は天敵という決まりを掲げている。そこへ、近所の政治家一族の次男である蔵之介が、美女の姿で現れる。
